P E Systems provides a wide range of A&AS support to accomplish the goals, objectives, and priorities of the F/B portfolio for the United States Air Force and coalition partners. Our Team of 110 acquisition professionals support F/B Directorate’s mission of cost, schedule, performance, and life-cycle management of the fighters and bombers portfolio, which includes the following weapon systems and functional divisions: A-10, Light Air Support (LAS) B-1, B-52, Combat Systems, Directorate Director’s Action Group (DAG)/Program Execution Group (PEG), Operations and Special Programs. Additionally, cross-cutting functional support and integration across all disciplines provides a portfolio level outlook and assists total portfolio management and standardization of common or recurring activities in order to gain efficiencies throughout the Directorate.
Program Management Support: P E Systems supports the collection of programmatic inputs from acquisition programs throughout their life cycles to include: research, develop, produce, test, acquire, field, sustain and modernize existing and advanced war-winning capabilities, on-time, on-cost, of the Fighters and Bombers (F/B) portfolio for the US and coalition partners. P E Systems develops Memorandum of Agreements/Memorandum of Understandings (MOA/MOU), Statements of Objectives (SOO), Performance Work Statements (PWS), Statements of Work (SOW), Requests for Proposal (RFP), Mission Needs Statements (MNS), Operational Requirements Documents (ORD), Initial Capabilities Documents (ICD), Capability Development Documents (CDD)/Capability Production Documents (CPD), and Analysis of Alternatives (AOA). P E Systems coordinates documentation between functional resources, financial, management, procurement, engineering, and logistics, and assists with the consolidation of their inputs into common documents that support program milestones. P E Systems participates in process improvement activities as members of, or advisors to, Integrated Product Teams (IPTs) and Product/Process Improvement Working Groups (PIWGs). P E Systems supports war fighter Urgent Operational Needs (UON) and Joint Urgent Operational Needs (JUON) by recommending accelerated test concepts, minimum levels of integration required to satisfy operational need, and trade-offs among risk, schedule, performance, and cost.
Acquisition Logistics Support: P E Systems coordinates all logistics elements. spares, support equipment, training, facilities, technical data, provisioning, to ensure all integrated logistics support requirements for the program are identified and tailored to the F/B Directorate’s needs. P E Systems supports Materiel Solution Analysis, Technology Maturation & Risk Reduction, Engineering & Manufacturing Development, Production and Deployment, and Operations and Support phases applicable to each F/B Directorate program. P E Systems develops long term weapon system supportability approaches that further Government acquisition strategy goals and objectives. P E Systems performs analyses of sustainment or related Diminishing Manufacturing Sources and Material Shortages (DMSMS) issues and recommend suitable replacements. P E Systems generates and reviews Integrated Logistics Support Plans (ILSP), Life Cycle Sustainment Plans (LCSP), Technical Orders (TOs), Technical Manuals, Electronic Technical Manuals, Illustrated Parts Breakdowns, Reliability Centered Maintenance Analysis (RCMA) and work specifications to ensure the documentation meets Government logistics support requirements.
Financial Management Support: P E Systems independently plans, organizes, completes, and present cost estimates for all phases of F/B Directorate’s acquisition programs and projects from inception through disposal, either independently or in concert with Government personnel. P E Systems provides expertise, technical advice and guidance to facilitate planning and analysis for complex F/B programs having extensive interrelationships with other programs and complex funding requirements. P E Systems conducts research and provide inputs for all phases of the Planning, Programming, Budgeting and Execution process; budget and financial analysis; obligation and expenditure forecasting; funds management, funds status, and funds control. P E Systems assists with reconciliation and contract closeout tasks and is proficient in the use of Government accounting systems and as Comprehensive Cost and Requirements System (CCaRs), Mechanization of Contract Administration Services (MOCAS), Commanders Resource Integration System (CRIS), Wide Area Work Flow (WAWF), Automated Business Services System (ABSS), General Accounting and Finance System (GAFS), SMART, Defense Travel System (DTS), Shared Data Warehouse (SDW), Electronic Document Access (EDA), Automated Funds Management (AFM) System, Automated Budget Interactive Data Environment System (ABIDES), and FMSuite.
Engineering Support: P E Systems provides Systems, Avionics Integration, RADAR/EW, Systems Integration for FMS, Structural 3-D Computer-Aided Design (CAD)/Modeling, Certification and Accreditation engineering support to the F/B Directorate. P E Systems translates user requirements into weapon system requirements, which will be used to design, develop, fabricate, test and evaluate weapon systems, subsystem and equipment for eventual fielding and deployment. P E Systems develops requirements and technology needs into action plans and policies necessary to improve and retain world class manufacturing, operations, re-manufacturing and de-militarization and disposal of weapon system capabilities within the USAF. P E Systems performs technical and mission analyses of existing and future operational requirements, assist in developing system concepts and perform technological and trade-off assessments of proposed designs or modifications. P E Systems provides rapid response engineering service and support as augmentation to organic resources through in-depth problem identification, impact assessment and development of corrective actions for critical supportability problems. P E Systems supports and conducts the system safety engineering program, including mishap risk assessments; evaluate contractor safety proposals and safety analyses; evaluate safety concerns of Using and Support Commands and assist with resolution of high priority safety issues. P E Systems applies MIL-HDBK-516B, Airworthiness Certification Criteria, to aircraft systems and subsystems.
Configuration and Data Management Support: P E Systems establishes and maintains consistency of a product’s performance, functional, and physical attributes with its requirements, design, and operational information throughout the life of the F/B portfolio through a disciplined configuration management process. P E Systems analyzes the impacts of the configuration management change process on lifecycle sustainment. P E Systems plans and implements Functional Configuration Audits (FCAs), Physical Configuration Audits (PCAs), and Compliance Audits (CAs), and confirm the adequacy of data used to support these audits. P E Systems assists in development of the CCB charter and execution of the CCBs. P E Systems reviews, develops and updates configuration and data management program documentation.
