P E Systems’ team of over 150 acquisition professionals, due to expand to over 350 in Spring of 2020, in support the Agile Combat Support Directorate in the modernization, test, production, fielding, and sustainment of Automatic Test Systems Program Office, Portfolio Analysis and Business Integration Division, Management Operations Division, Simulators Division, Human Systems Division, Electronic Warfare and Avionics Division and Support Equipment and Vehicles Program Office.
Program/Project Management Support: P E Systems assists the USAF PM and Acquisition Team in: the planning and organizing of program management activities, and/or analyses efforts of a group of specialists, and /or advising on and performing work related to program management. P E Systems plans, organizes, completes, and presents assessments of program management concepts, analyses, studies, and procedures. P E systems performs a wide range of activities including gathering a variety of program information, conducting analyses, acquisition strategy planning, pre-award and post-award document preparation, and milestone planning, tracking, scheduling, briefing preparation, staff coordination, and decision documentation preparation. P E Systems provides expertise in the application of acquisition management initiatives such as buying commercial items (i.e. acquisition of Non-developmental Items (NDI), Commercial off-the-shelf (COTS) items, and FAA certified items), Commercial Practices (such as Performance Based Business Environment), Earned Value Management System (EVMS), Evolutionary Acquisition and Agile Acquisition of the Integrated Defense Acquisition, Technology and Logistics Life Cycle Management System and Acquisition Streamlining to assist the ACS Directorate in planning, organizing, and managing critical aspects of the development, production, and/or deployment of systems, subsystems, and equipment. P E Systems plans, formulates, edits, develops, and publishes program documentation, plans, directives, reports, briefings, correspondences and other presentations (technical and non-technical) in the media and format requested.
Logistics/Technical Orders/Equipment Specialist Support: P E Systems assists with the planning, managing, and coordinating the total cradle-to-grave life cycle logistics support for assigned systems or subsystems, integrating separate functions of supply, maintenance, procurement, and quality assurance into logistics activities required to sustain the system fielding. P E Systems plans, organizes, and manages critical aspects of the Total Life Cycle development, production, and/or deployment of capabilities utilizing DoD, US Air Force, and local logistic policies, procedures, and functionalities, and financial data requirements of acquisition logistics disciplines. P E Systems reviews and makes recommendations on revisions of all Integrated Logistics Support Plans (ILSPs), CDRLs, inputs to Program Management Plans (PMPs), replies to Initial Capability Document (ICD)/Capability Development Document (CDD)/Capability Production Document (CPD), Statements of Work (SOWs), and other evaluation criteria/reports. P E Systems performs all processes, procedures, and techniques necessary to develop a Life Cycle Cost Management (LCCM) and/or Design To Cost (DTC) program, perform operating and support cost analyses, and/or develop a probable cost estimate. P E Systems develops, manages, and executes plans in support of new and existing TOs in accordance with TO 00-5-3, Technical Order Life Cycle Management. P E Systems Equipment Specialists provide support for all aspects of design, test, production, procurement, supply, operation, repair, or disposal of equipment.
Engineering Support: P E Systems provides support of the acquisition, development, or sustainment of weapon systems, subsystems, and support equipment. P E Systems provides technical assistance to the IPTs as it relates to Operational Safety, Suitability, & Effectiveness (OSS&E). P E Systems reviews Engineering Change Proposals (ECP), Requests for Deviation (RFD), and maintain system configuration baselines. P E Systems participates in Technology Insertion discussions, Configuration Control Boards (CCB), and Technical & Programmatic Reviews. P E Systems performs Failure Analysis and the production of economical solutions to improve System Reliability, Maintainability, and Availability. P E Systems provides Systems, Test & Evaluation, Electrical, Mechanical, System Security Engineering (SSE)/Information Assurance (IA), Hardware and Software, Avionics Integration, Aeromedical Test, Training Systems, engineering support of system definition, development, integration, verification methods, sustainment, risk modeling/simulation, testing and evaluation, human system integration (HSI), crew stations engineering, OSS&E efforts, interoperability requirements, and airworthiness certification across a wide range of hardware and software systems, including ground based systems.
Configuration/Data Support: P E Systems aids in the application of the fundamentals of configuration management to establish and maintain consistency of a product’s performance, functional, and physical attributes with its requirements, design, and operational information throughout its life. P E Systems analyzes the impacts of the configuration management change process on lifecycle sustainment. P E Systems develops and manages of all Contract Data Requirement List (CDRL) requirements. P E Systems updates and maintains electronic database toolkits. P E Systems plans and implements of Functional Configuration Audits (FCAs) and Physical Configuration Audits (PCAs) and confirm the adequacy of data used to support these audits. P E Systems participate in Government review/meetings/working groups as applicable and in Government and industry teams for the resolution of complex configuration management issues. P E Systems develops the Configuration Control Board (CCB) charter and assist in the execution of the CCBs. P E Systems reviews, develops, updates applicable program documentation for configuration and data management relevant requirements.
Test & Evaluation Support: P E Systems designs, plans, executes, analyzes and reports phases of test and evaluation programs (including any applicable FAA certifications and procedures) to assess the performance of aeronautical systems, subsystems and equipment throughout each acquisition phase and milestone. P E Systems prepares, maintains, updates, and reviews the full range on test and test-related documentation for adequacy, specification and performance requirement compliance, conformity with mandatory guidance and provide recommendations as necessary for improvement. P E Systems recommends, assesses, and analyzes test and evaluation strategies, requirements and objectives. P E Systems provides assistance in the recommendation and assessment of test data requirements necessary to meet program objectives within cost and schedule constraints. P E Systems provides recommendations to the Government on integrated data processing, software and analysis considerations.
Financial Management Support: P E Systems applies knowledge of DoDD 5000.1/DoDI 5000.02 and DoD Financial Management and associated Regulations, Air Force AFI 65 Series, AFMC Financial Instructions, and DFAS Regulations/Guidance to assist in preparing program reports and financial documentation; drawing conclusions and devising solutions to problems relating to financial management effectiveness work methods, financial systems and procedure efficiency; and developing and maintaining program budgets and other financial tracking documentation. P E Systems analyzes Automated Budget Interactive Data Environment System (ABIDES) outputs received from USG and prepares and maintains living history with comparisons sheet between prior updates and the current position. P E Systems utilizes the Integrated Budget Documentation and Execution System (IDECS) to prepare and update Procurement/RDT&E documents. P E Systems ensures Procurement/RDT&E documents are reconciled with ABIDES. P E Systems is proficient in the use of Comprehensive Cost and Requirements System (CCaRs); Commanders Resource Information System (CRIS); Automated Business Services System (ABSS); IDECS II; Obligation Adjustment Reporting System (OARS); FM Suite; Case Management Control System (CMCS); Security Assistance Manpower Requirements System (SAMRS); Defense Institute of Security Assistance Management (DISAM); Mechanization of Contract Administration Service (MOCAS); Bill of Quantity (BOQ); and Share Data Warehouse to deliver required financial management support.
Cyber Security Support: P E Systems assist the USG to organize, coordinate, identify, and satisfy the IA/Cybersecurity requirements consistent with DoD policies, standards, and system architectures. P E Systems assists in formulating architectural design, functional specifications, interfaces and documentation of hardware or software systems. P E Systems utilizes the Risk Management Framework (RMF) to support Authorization and Accreditation (A&A) of assigned systems. P E Systems monitors systems throughout the lifecycle management process from concept to decommission. P E Systems develops, modifies, reviews, and coordinates IT Categorization Determination packages, Information Assurance Strategies (IASs), Information Assurance Plans (IAPs), PPPs, SSPs, Information Assurance Assessments, System Assessments, Interconnection Security Agreements (ISAs), Verification and Validation testing, Development and Design, requirements identification, Baseline Control selection, Applicability Assessments, Mitigation Strategies, Milestone Requirements Assessments, Configuration Management reviews, Continuous Monitoring, IA Liaison functions between the Developer, User Community and Program Management, leading the IA Integrated Process Team (IAIPT). P E Systems develops specific artifacts for program reviews and the review of IA requirements in the development and assessment of RFPs and ECPs. P E Systems evaluates technical implementations of security designs to ensure that security software, hardware, and firmware features affecting confidentiality, integrity, availability, accountability, and non-repudiation have been implemented as documented in the JSIG (current version)/NIST 800-53 or while meeting the IA/Cybersecurity requirements of DoD Instruction 8500.01, Cybersecurity, DoD Instruction 8510.01, Risk Management Framework (RMF) for DoD Information Technology (IT), DoD Instruction 5200.39, and Air Force Instruction (AFI) 33-210, Air Force Certification and Accreditation (C&A) Program (AFCAP), as well as DCID 6/3, and JSIG requirements.
Uniform Technical Support: P E Systems prepares test reports, provides support with all phases of the uniform and uniform equipment life cycle, from concept development to phase out, and assists in ensuring delivery of new uniform patterns, pattern modifications, or changes. The P E Systems provides technical support in the areas of manufacturing, quality assurance, fabric/textile material selection, technical meetings, inspections, training sessions, quality assurance, development of procurement documents, fabrication efforts, uniform manufacturing, test and evaluation efforts, market research, preparation of detailed textile fabric specifications, and textile test management. P E Systems develops samples and prototypes of uniforms and equipment to support modeling, establishing configuration baselines, proving out patterns, and performing modifications. P E Systems assists in inspecting finished garments and recording measurements and defects. P E Systems assists with the development of footwear, headwear, and hand wear for dress, utility, and functional items, including concept development, material selection, component selection, within time and budget constraints. P E Systems interprets engineering drawings IAW the proper Geometric Dimensioning and Tolerancing (GD&T) to assist in the application of military specifications, Parachute Industry Association (PIA) Specifications, American Standards of Textiles Materials (ASTM), and American Association of Textile Chemists and Colorists (AATCC).
